Woman says inherited home came with $228,000 water bill tied to neighborhood use
A Baltimore woman says inheriting her late father's home also meant inheriting a staggering $200,000-plus water bill—one she argues should never have been attached to her property.
Kristina Moore says her home is one of 37 townhomes served by a single master water meter, but the account is tied to her address, leaving her property burdened with decades of unpaid charges and preventing her from selling the home. Her realtor says the homeowners association, not Moore, is responsible for paying the community's water bill.
While the HOA acknowledges it collects money from residents to pay the bill, questions remain about how the balance ballooned to more than $200,000 and why the lien remains on Moore's childhood home. Baltimore officials have yet to fully explain the billing arrangement.
